Updates from the Chinook Board of Education
November 26, 2024
The consultant has completed their code review and the document has been released by the insurers. Costing of the required code upgrades (as per the code review) has been prepared by the insurers’ cost consultants and a preliminary report was received on November 25th. The cost consultants will also be providing some adjustments to finalize the report. Review of the final costing report will determine next steps in the rebuild process.

October 25, 2024
The Board recently had a meeting with Saskatchewan School Boards Association representatives to request their support with advocacy as we continue to put pressure on the insurance partners to expedite their process.
We have been advised that the code review has been completed by the consultant and we are now awaiting confirmation from the insurers for the release of the code review document. Once the report is received, we will do our due diligence to review and determine next steps to move the project forward.
September 26, 2024
Cost reviews, commissioned by our insurance partners, are continuing as insurers complete their due diligence around the cost of the rebuild. Once the cost review is completed, the report will be provided to the insurers for sign off for release to Chinook School Division. The division will review the findings of the report and will need to address discrepancies, if any exist.
The Board understands the frustrations that these continued delays are causing and we have been in communication with the Saskatchewan School Boards Association and our provincial government representatives for support and advocacy to move the project forward. We will continue to share updates with the community as the review progresses and concludes.
August 23, 2024
The Chinook Board of Education is in continued communication with the insurance partners and we are providing any requested information as they work through their due diligence cost review process. The review process is requiring time for the insurers to complete.
Due to the insurance review and increasing cost of construction, we will be required to go to tender for the project once again after the process is concluded. We will continue to share updates with the community as the review progresses and concludes.

The Chinook Board of Education continues to work with the insurance partners regarding their due diligence review of costs. We are also working with our partners to schedule clean-up on the site. Beyond this, there is no further information to report. We are continuing to communicate with the adjuster regularly and will share updates with the community as the review progresses and concludes.

The Chinook Board of Education is advocating on a weekly basis as we continue to work with the adjuster, insurance broker and the insurers with their tender review process. The Board approved the rebuild of Stewart Valley School on January 23, 2023 and remains committed to rebuilding with the insurance proceeds. Our goal is to get back to rebuilding the school on the site as soon as possible.
We are pleased to share that we have been granted the extension that we requested on the limitation period for the claim to our insurance partners. We also submitted a request to the insurance companies for the RM of Sask Landing to meet with them to support the Board’s efforts to advocate for the rebuild and insurance coverage. We will communicate the insurance providers’ response or further direction with the RM council.
All Stewart Valley families have indicated where they will be attending in 2024-25 and we will continue to support those students attending other schools until we are able to move into the new building. As shared previously, Quorex has temporarily redeployed resources during this delay and they are committed to returning to the site once approval is received and everything is in order for the project to proceed.
May 23, 2024
The Chinook Board of Education is continuing to work with our adjuster and the insurers with their tender review process. Due to the nature of the claim, the insurers have brought additional consultants to the table and we are continuing to consult and advise. To further advocate for a more timely approval to our claim, the Board is meeting with the insurance broker claims partner this week.
We have submitted a request for an extension on the limitation period for the claim to our insurance partners. This would not be uncommon in a full-loss claim.
Please be advised that there may be some movement on the school site during this delay period. Do not be alarmed, as Quorex may need to deploy some of their resources elsewhere while we wait for approval to move forward. Once approval is received and everything is in order for the project to proceed, Quorex is committed to returning to the site. In the meantime, the fence around the site will remain and will be monitored on a regular basis.
As we’ve done previously, a school attendance form will be shared with families residing in the Stewart Valley catchment area with students eligible to attend grade K-8 in the 2024-2025 school year. In order to arrange transportation and provide appropriate staffing at each school, we are once again asking families to indicate which school their children will attend. An email and form link will be shared with those families on Friday, May 24.

We have been checking in frequently with the insurance adjuster and have been informed that the insurers are still going through their tender review process and hope to have it completed soon. The Chinook Board wants you to know that we fully share in the frustration over this delay. We are very eager to take this project off pause but we appreciate your patience and understanding.
In the meantime, Quorex has been asked to further reinforce the site fencing due to the recent strong winds, and they will be monitoring the site more frequently. We are also aware of concerns regarding the ball diamond and the location of the trailer on the site. The site plan was shared with the RM of Sask Landing on October 19, 2023. The contractor needed to place the trailer on the ball diamond to avoid the daycare and have room for equipment and deliveries to turn around on site. Quorex has confirmed that they will regrade and reinstate the ball diamond back to the original state once construction is complete.
March 21, 2024
A temporary pause has been put on the project while the insurers review the tender results for the construction of the building. Since receiving and reviewing the results from the tender request, we have been working with our insurers and their review process to receive confirmation for the coverage of the tender costs for the rebuild. Unfortunately, the insurer's review process is taking longer than we would like and therefore we share in any frustration with the lack of activity on the site during the pause.
The reason for the delay is completely out of our control, however once we have confirmation from the insurers, we will share another update. Thank you for your patience as we continue to advocate for a timely confirmation to keep the project moving forward.

- The piling has been completed.
January 30, 2024
- The piling is over 50% complete and they plan to finish late this week.
- The form work is prepped and ready to send to site for the grade beam installation, which is anticipated to start in early February.
